8 improve the quality of life of citizens. At the same time, in such a way that the authorities are interested in this, and people realize that this is real and will be implemented in practice. The third milestone of the conscious movement is the technology of measuring the quality of life of citizens (QLC) in the form of respective indices, which at the same time become a digital assessment of the resulting activities of government structures (that had been repeatedly mentioned above). This innovation is of fundamental importance, because it determines Ukraine's own path to civilization. It was possible to implement it due to the understanding of the essence of the concept of "quality of life of citizens" through a person's internal perception of the level of satisfaction of his needs and application of the qualimetric digitization from fuzzy mathematics. After that, another interesting milestone naturally appears, this is the transition to a culture of systemic management based on the final results of all power structures at all hierarchical levels. One thing is important, that all innovative components of the Ukrainian path to progress start and are intended for the implementation of the ideology of human- centrism (eco-human-centrism). In Ukraine, the saying that our state is being destroyed by corruption has already become commonplace. In general, Ukraine has a bitter experience of unsuccessful fight against corruption by legal methods, after the use of which prisons for corrupt officials remained practically empty. Unfortunately, Ukraine in this ranking is in the group of the most corrupt countries with the most hardened corrupt officials having all-encompassing intertwined ties. The fact is that if the QLC indicator is determined annually, then the dynamics of positive or negative (successful or unsuccessful, effective or ineffective) activities of the authorities for the corresponding period of time (year) is revealed.
