210 define the development of a holistic architectural strategy for reconstruction, the expansion of the practice of architectural competitions, the involvement of the public in the discussion of design decisions, and the strengthening of professional support for planning processes. State policy in the field of architecture and construction of Ukraine is currently going through a stage of deep renewal, covering institutions, regulatory documents, approaches to pricing, and digital management tools. However, without overcoming the personnel deficit, increasing real competition in procurement, and forming a holistic vision of architectural reconstruction, the effectiveness of these changes will remain limited. Modern policy improvement must rely on several interrelated components: the modernization of the regulatory framework, the strengthening of the state supervision system, the active development of digital services, the updating of the content of architectural education, and the preservation of the architectural identity of cities. Under wartime conditions and post-war recovery, it is important that managerial decisions in this area are not only prompt, but also strategically considered and coordinated between different levels of government. The indicator of successful reconstruction should not be the volumes of construction completed, but the quality of the formed space, its safety, comfort, and compliance with the cultural context. Consistent, professionally substantiated, and politically supported policy in the field of architecture and construction is capable of ensuring that renewed Ukrainian cities reflect the contemporary identity of the country, rather than reproducing standardized and meaningless construction.
