25 exacerbated, those anachronisms that previously prevented it from being a successful country with a high standard and quality of life. The entire civil service system needs to be updated, so it is necessary to form a new generation of professional, highly motivated citizens who are aware of the future expectations of society and will take responsibility for the fate of the state. After all, the international community will not help for years if it sees that the level of corruption in the country is not decreasing, that funds are being used inefficiently, in addition, criminal schemes for embezzlement of state property will continue to function, and the rule of law is absent in the country and the judicial system is not working properly. In other words, if this state of affairs remains after the war, it will mean that having won the war, we will lose the peace if we cannot change ourselves and do not carry out the necessary reforms that will radically change our country and society. Rebuilding the state requires motivated determination of society, an effective system of public administration focused on the renewal of the country. In order to effectively transform the economy, it is necessary, first of all, to assess the damage and losses caused by the war. In our opinion, war damage is material and immaterial, direct and indirect damage caused by the aggressor country and its military formations, which includes: destruction of movable and immovable property; causing significant losses to assets, national income and wealth of the country; destruction of its cultural, historical heritage, military and civilian citizens, causing significant physical and moral injuries that undermine both the physiological and psychological health of people, degrade the honor, dignity and freedom of man as the highest value of the state; causing irreparable damage to the natural environment, sectors of the economy, social infrastructure and other things that have serious socio-economic, environmental consequences for the current and future development of the country, individuals and society as a whole [1, p.44].
