17 Keywords: management; risk; methodological approaches; martial law; socio- economic development; efficiency; resources; potential; strategy In today's changing world, full of a variety of opportunities and problems, it is quite difficult to ensure sustainable dynamics of socio-economic development, high- quality performance of functions/tasks, and movement towards achieving the set goal. Since various obstacles often stand in the way, including risks that divert resources ( financial, material, technical, human ), force you to waste precious time, reduce the capabilities, capabilities, resource potential of the organization/institution, etc. It is worth noting that not only at the level of the institution/enterprise there are numerous risks, they also exist at the level of the country, in interstate relations. The main global risks that exist in the world are recognized as: climate change and water crises, the speed of the spread of infectious diseases, cybercrime, terrorist attacks, unemployment, political and social instability, geopolitical risks related to the use of weapons of mass destruction, interstate conflicts [1]. The latter is a clear example of the global risk caused by the war unleashed by russia against Ukraine. The diversity of permanent risks and the trends associated with them is clearly visible in the example of Ukraine, whose economy has been operating under martial law for the fifth year. Ukrainians live in these difficult circumstances, risking their lives, health, property, and finances every day, while state and private structures and the entire national economic complex of the country operate in extreme conditions, overcoming the burden of problems and adversities of a complex nature, which relate to both peacetime risks and their wartime characteristics. If this concerns a separate sector or a ministry as the main spender of budget funds, then the institution's role is important in formulating requirements for lower- level spenders, recipients of budget funds, establishing criteria or implementing individual instructions in order to reduce the manifestations of risks and ensure targeted and effective use of financial resources, in accordance with the identified priority goals.
