19 Our analysis of the economic literature proves that risk is primarily an uncertainty related to a certain event that is likely to affect the overall results/outcome or goals. If we proceed from the position of the expediency of measuring risk, then it must be assessed by the consequences/outcomes of work, provision of a service or the occurrence of a certain probability [4, p.30]. In addition to the term "risk", we have studied and generalized the definitions in the scientific and economic literature regarding the term "methodology" and concluded that it is a doctrine of methods, ways, strategies for researching a subject. This term means a set of techniques for researching, understanding phenomena, processes. The basis of methodology is individual or collective (social) thinking, a person's worldview of natural phenomena and processes that occur around him or in the system of his specific, scientific research. Methodology makes it possible to apply the ability to operate on information, analyze, create progressive models, ways of revealing the essence of the subject of research. Risks can arise anywhere and at any time. Each organization/ministry/institution or even an industry or sphere of economic activity has an appropriate staff. The available personnel, as a rule, always undergo appropriate professional retraining/training/education, however, expectations do not always justify the resources spent on this, including financial ones. The reason for this may be various factors. For example, the advanced training was not carried out properly, because some employees ignored, did not attend the event (for various reasons), therefore did not fully master the material or the teacher/mentor was not sufficiently prepared for this topic. As a result, the knowledge/skills "obtained" by the personnel were reflected in the results of work due to poor-quality planning of income/expenditures, performance of the scope of work, provision of services or, for example, preparation of a quarterly or annual report, etc. Meanwhile, every state or private organization, department, represented by their leaders, must ensure that the functions assigned to it are always performed at the proper professional level.
