21 Fig. 1 Methodological approaches to overcoming risks Source: developed by the author To reduce the impact of risks, it is necessary to use appropriate tools, simultaneously consider the details, and develop and implement an effective strategy aimed at mitigating the management of the consequences of the impact of risks on the entire work process. Among the significant list and scope of risks, it is customary for the scientific and expert community to specify them, for example, to establish their origin and divide them into strategic and operational risks. The impact and probability of strategic risks should be examined in detail as part of the process of preparing for consideration of the results structure. A results framework is a management, planning and reporting tool that defines the purpose, priorities and expected results ( outcomes and impacts ) that an institution/organization undertakes, for example in the current budget period for strategic planning. The results framework includes the basic logic for how results will be achieved from closing capacity gaps to results/outcomes and impacts, and describes how they will be measured and monitored. The results framework is a logical cause-and-effect relationship between all the main elements, highlighting the underlying assumptions, as well as how the hypotheses and relationships put forward will be implemented in the future. The results framework allows: - to focus on the consequences , clearly outlining how the internal improvement will benefit the external environment;
