25 At the operational level, certain control actions can be implemented/implemented, risk responses revised, or residual risks redirected. In this context, it is important to establish proper data collection, analysis, and reporting procedures that will significantly improve the risk management process. In order to reduce risks and increase the effectiveness of the work of the ministry/institution/organization, it is necessary to determine how the results/consequences can be influenced? What is the main product within the existing/granted or delegated powers of the institution? If this is, for example, the preparation of a report, then it is necessary to cooperate with stakeholders on what reports they want to see? What should be reflected in these reports ( what information )? What analysis should be conducted? What conclusions: intermediate for each section/subsection or generalizing should be reflected in the report? These issues provide an opportunity for maneuver to reduce risks, the volume of work performed, and especially redirect available resources to priority areas, etc.? Such an approach makes it possible to rationally use the existing potential of the institution/organization: institutional, organizational, professional . Institutional potential is the independence and legal framework of the department/institution's activities, organizational potential is a system of process support, quality assurance, methodology, management of the organization/institution, etc. As for professional potential, it reflects the number of personnel in the institution, answers the question of whether they have the appropriate competencies, skills, motivation and prospects for the development of personnel policy. The ability of the organization/institution to mobilize existing potential, effectively allocate resources in order to reduce the impact of risks on the course of events, the work process makes it possible to achieve better planned indicators/overall results/consequences. Therefore, developing a strategy or plan makes it possible to predict future development scenarios, as well as to anticipate the likelihood of risks that will arise along the way and mitigate or minimize their negative impact on achieving the final result/consequences.
