36 It is worth noting that when distributed, budget expenditures acquire a certain independence and form the corresponding levers, instruments that regulate the process of creating centralized monetary funds. The war in Ukraine has been going on for five years and the current situation, although complex, is predictable, and during this period the government has developed and continues to develop an effective mechanism for adequately responding to the challenges and threats associated with martial law. Of course, in such circumstances, budget expenditures objectively increase. Therefore, the main task of the authorities is not to squander budget funds, but rather to use them for their intended purpose, to focus budget expenditures on important, priority areas of the country's defense capability, social and humanitarian programs to support temporarily displaced persons and other priority measures. For a modern state, in peacetime, the key priority is spending on social protection and social security, especially for vulnerable groups of the population, development/improvement of social infrastructure, and investment in human capital. These characteristics form the characteristics of the ―social budget‖ expenditures, which, as a rule, correspond to the social policy of the state. To properly ensure the financing of the needs of the Armed Forces of Ukraine and the security sector in general, significant amounts of finance are required, therefore it is important for the government to intensify measures to promote the formation of reliable mobilization reserves for the purchase of weapons and equipment, the relocation of domestic enterprises to safe regions, the provision of various types of assistance to the population, etc. The economic nature of budget expenditures is manifested in various types of expenditures, each of which has a qualitative and quantitative characteristic. Moreover, the quantitative characteristic reflects the magnitude, and the qualitative characteristic reflects the economic nature of the phenomenon and allows us to establish the purpose of budget expenditures [6, p.110].
