9 In our opinion, this term should be considered not only as an economic category, but also as a certain part of social relations to which production and monetary relations belong. The improvement of finance has led to the emergence of a new term "public finance", which has currently gained great popularity in the scientific economic literature, especially among Ukrainian scientists. The study of its essence is an important factor in better understanding not only the origin, that is, the genesis of its origin, but also the significance of modern finance. Their impact on the development of an effective, fair and efficient financial system capable of playing an important role in providing monetary resources for the sustainable dynamics of the country's socio-economic development, stimulating economic growth, and improving the living conditions of citizens. These issues are especially relevant, given the need for further reform of the financial and budgetary system, taking into account Ukraine's European integration aspirations after obtaining candidate status (June 23, 2022) for EU membership. The relevance of public finance research is also dictated by the fact that in the current conditions of the Russian-Ukrainian war, it is necessary to increase the pace of reforms, implement European standards in the domestic financial system, while ensuring balanced development of the national economy, financing of industries, administrative-territorial units, and the development of other socially important processes. Therefore, it is extremely important to scientifically substantiate the volume of necessary financial resources for the high-quality, effective performance of state functions, including ensuring defense capability, promoting optimal production and consumption, and increasing the level of well-being of citizens. Despite significant scientific achievements, while positively assessing the results of predecessors, it is worth recognizing that there are still disagreements in Ukraine and the term "public finances" has not been finally identified, including regarding its genesis, essence, composition, structure, and overall regulation of the conceptual apparatus.
