17 Russian invasion) and the need to implement reforms in the financial and budgetary sphere in order to accelerate European integration processes force the authorities to accelerate economic transformations and take adequate steps. We consider it appropriate to focus on the priority areas of their optimization in overcoming the difficulties of the public finance management system: • full implementation of medium-term budget planning; • implementation and wide application of the advantages of the program-target budgeting method; • strengthening control over the achievements of all participants in the budget process of effective indicators when using budget appropriations; • improving the quality of public services; • rationalization of the system of benefits and social expenditures; • increasing the level of business activity and creating appropriate conditions for the development of entrepreneurship; • reducing fiscal pressure on business entities; • strengthening control over the completeness and honesty of income declarations by entrepreneurs in order to reduce abuse and tax evasion; • completing the decentralization reform; • involving the public in making management decisions regarding revenue generation, determining budget expenditure priorities and effective use of funds at all levels of the budget; • increasing transparency in the financial and budgetary system, including regarding the movement of budget funds; • to strengthen the dialogue between society and all authorities in order to develop new, effective conceptual approaches to cooperation regarding the influence of the public on the distribution (redistribution) and use of budget expenditures, which will contribute to the development of public finances; • to develop an effective mechanism for cooperation between the government, business entities, the public and the Verkhovna Rada of Ukraine to increase the efficiency of the functioning of the public finance system in Ukraine.
