50 developing new progressive management methods, setting specific tasks, outlining ways to improve the efficiency of the functioning of the public finance system in the new post-war realities. Of course, the main prerequisite for carrying out economic reforms, as well as the post-war reconstruction of the country's economy, is a guarantee of security from the Armed Forces of Ukraine regarding the impossibility of resuming hostilities on the territory of Ukraine. That is, security, as a public good, makes it possible to develop not only the public finance management system, but also the revival of business activity, the inflow of private investment, the restoration of full economic activity, the formation of the foundations for the development of business competitiveness, etc. In our opinion, given that Ukraine has received the status of a candidate for membership in the European Union (23.06.2022), it is advisable to bring all public finance statistics into line with the standards and main provisions of European Union legislation. After all, this status also gives a new impetus to relations with the EU regarding the implementation of the Association Agreement between Ukraine and the EU [4], including the implementation of in-depth economic reforms. It is necessary to work now to ensure that the entire system of public finance management is harmonized with the rules and regulations applied in international practice, thereby ensuring that the Ukrainian financial market is fully integrated into the international financial space. It is necessary to deepen integration processes in the entire financial policy of Ukraine through close cooperation, including on a bilateral basis, with various international organizations, financial institutions, in particular: WTO, UN, Customs Union, World Bank, IMF, etc. This is important both for mobilizing funds for the current needs of the army and for the restoration of the country in the post-war period. According to Part 1 of Article 38 of the Constitution of Ukraine [5], citizens have the right to participate in the management of state affairs, and therefore in the sphere of budget formation and management of state finances, and according to Article 40 of the Fundamental Law, they have the right to address themselves
