The advantage of three-year result-oriented budget planning is the interest of state authorities and local governments not only in the targeted, but also in the effective use of limited financial resources. The main budget parameters are calculated for the next three years with a forecast for gradual growth and recovery of the economy in the post-war period. The predictability of budget policy and forecasting for several years ahead will allow for systemic deep reforms, increase investment attractiveness and improve the business climate. The government has identified specific areas that will receive priority attention and funding - defense capability, social standards, education, healthcare, diplomacy, agro- industrial complex, the creation of the Road Fund, energy efficiency, culture and decentralization. In our opinion, there are currently favorable conditions for better use of budget funds, increasing the effectiveness of budget policy and providing the population with quality public services. However, it is worth considering that nothing is ideal in the budget process, since managers and recipients of budget funds, represented by their leaders, are often guided not by the laws of honor and justice, but by personal, political and other interests that aim at personal enrichment, and therefore weaken the adoption of effective budget decisions. Thus, budget funds are laundered and budget violations appear, leading to a decrease in the effectiveness and efficiency of budget policy. Therefore, adhering to the budget principle of efficiency and effectiveness, it is advisable to modernize state policy in various areas, in particular social, aimed at supporting citizens in these difficult conditions of uncertainty in order to raise the standard of living and increase human capital. The latter, in our opinion, requires an increase in the share of social expenditures to improve the well-being of the population, and it is in this direction that Ukraine's budget policy should be concentrated.
