Besides, inclination to delinquency and to committing a crime is another point of interest for a vast circle of social structures and organizations. Therefore, it is important to study personal psychological characteristics and predispositions, with attention to its type of emotional response. Because it is essential to determine characteristics of different mental states and types of this kind of reaction. To resolve this problem, the Method of expert evaluation with semantic differential technique is proposed. It enables personal characteristics definition. Semantic differential is a measurement technology that is based on factor analysis use relative to values research [2, p. 222]. Application of this technique enables to reveal emotional response traits and personal accentuation. Results of this kind of research are expedient to employ a person for the particular activity where they can realize their characteristics the most efficiently and with benefit. Such a research is a kind of psychological diagnostics and employs computer survey techniques. They include proposal of various sets of evaluative attributes, that are the object for non-verbal evaluation by participants. Time for answers is restricted rationally, and results are to be visualized and evaluated further. There is a long time discussion on ―objective testing‖ that means impartial statement of a question and evaluation of responses. That minimizes or even makes impracticable falsification of results [3]. This principle is a core in the studied approach for mental state diagnostics. Objectivity includes avoidance of socially- approved answers provoked by corresponding questions and responses variants. Because it entails cheating from participants’ side, their pretence and intent to conform to generally accepted rules and working standards in the particular environment. The use of patterns without prescribed variants of behaviour that are socially-approved or right is the way to reach the impartiality and objective evaluation in the diagnostics of mental state technique.
