39 - ensuring effective use of budget resources; - fair distribution of funds between administrative and territorial units; - meeting the social needs of the population; - ensuring macroeconomic proportions of state development; - creating necessary social reserves used for planned and unplanned activities; - creating transparent conditions for making payments, movement of budget funds; - the possibility of effective financial control over each budget program, project, operation at all stages of the budget process. In our opinion, it is important to increase the effectiveness of budget policy in terms of developing the budget planning system as a tool for economic growth, ensuring the effectiveness of budget expenditures. The current period of socio- economic development of Ukraine requires a deeper understanding of the place and role of the budget in the economic system, creating conditions for the formation of a transparent budget process and, accordingly, effective budget planning. In budget planning, various methods are used (Fig. 1), for example: balance, involves the coordination of budget revenues and expenditures, standards - the application of relevant norms, analytical - the determination of budget indicators based on modeling, the coefficient method is based on the application of coefficients, which are calculated by the ratio of the achieved past period to the planned indicators. However, there is one that is distinguished by a certain feature in ensuring the effective use of budget funds. This method is widely known as the program-targeted method. The specificity of this method is that it ensures the rational use of financial resources, focuses on achieving effective indicators, which is extremely relevant in the current conditions of the socio-economic development of Ukraine.
