The article examines how the russian-Ukrainian war changed the format of international relations between countries, affected the functioning of the Ukrainian economy under martial law and development opportunities during the post-war recovery period. It is emphasized that the war is a chance to transform public relations and state institutions. To carry out transformations and reorient them to address existential challenges and threats, increase the efficiency of the financial and budgetary system, and strengthen the flexibility, effectiveness and efficiency of economic policy in new realities.
