In the context of the ongoing transformation of Ukraine’s fisheries and aquaculture sector, the adaptation of European integration solutions and the development of an effective synergistic governance model are particularly relevant. This scientific article presents the results of an assessment of the effectiveness of each component of this model—environmental, economic, and administrative. The study finds that the dominant determinant is the alignment of interests among the state, business, the research community, and local communities. Ukraine’s fisheries and aquaculture sector plays a leading role in ensuring national food security. It is substantiated that environmental balance and economic resilience depend on state decisions, procedural transparency, and the capacity of institutions to coordinate the protection, restoration (reproduction), and sustainable use of aquatic biological resources.
