70 adaptive solutions, supported by appropriate scientific justification for shaping the governance model. It is demonstrated that, taken together, environmental, economic, and administrative instruments can significantly strengthen the roles of the state, stakeholders, and researchers in the context of the post-war recovery of Ukraine’s fisheries and aquaculture sector. The increasing role of international financial institutions and donor programmes is shown to be a key driver of internationalisation. It is argued that developing a polyfunctional approach enables a transition to modern European models for sectoral modernisation and supports Ukraine’s successful European integration. The research confirms that a strategic requirement of contemporary environmental policy is the implementation of EU law provisions, in particular the principles of the Water Framework Directive and the EU Biodiversity Strategy. The results also demonstrate the relevance of embedding the notions of ―transparency and ethical lobbying‖ within the meaning of optimisation measures, and highlight their role in shaping fisheries policy in Ukraine during the post-war recovery period. INTRODUCTION Current conditions indicate that the present stage of aquaculture development in Ukraine is shaped by a combination of systemic crises, including force majeure factors such as ongoing military hostilities. For professionals and researchers, developing strategies and evidence-based approaches for sectoral recovery has become a matter of strategic importance. Based on the experience of practitioners and scholars, recovery efforts are more likely to be effective if they rely on European environmental and governance standards. Researchers emphasize the importance of defining regulatory priorities when transitioning from ―classical‖ intervention instruments to more adaptive and innovative mechanisms of public regulation under transformational conditions (Fesenko, 2013).
