71 Ukraine’s integration into the EU Common Fisheries Policy (CFP), the influence of EU institutions, and the structure of stakeholders and risks associated with such integration. The institutional dimension of governance is also addressed in studies on public regulation of fisheries development in Ukraine (Konovalov, 2023). Given the dynamic evolution of global trends and regulatory requirements across sectors, special attention should be paid to the value of innovative concepts, the development of multidimensional models, and theoretical approaches. Taken together, these elements contribute to strengthening the effectiveness and coherence of interactions between public institutions, economic systems, and the aquaculture sector (Vdovenko, 2012). Thus, a polyfunctional (multifunctional) management model can be considered an integrated instrument that operates in synergy with environmental, economic, and administrative mechanisms, with the overarching aim of ensuring sustainable development in aquaculture. Particular significance is attached to aligning state environmental policy with the needs of post-war recovery and Ukraine’s EU integration trajectory. In view of these arguments, the purpose of this study is a comprehensive analytical review of contemporary scientific approaches to aquatic resource governance, substantiating the feasibility of applying a polyfunctional model for aquaculture environmental policy in Ukraine, informed by European experience (European Commission, n.d.; European Parliament & Council, 2000). 2. MATERIALAND METHODS 2.1. Collection and preparation The study followed general academic recommendations for working with scholarly literature. The research design relied on critical analysis and a comparative method. In addition, the analysis was informed by reliable data and conceptual documents produced by leading international and European institutions relevant to fisheries, aquaculture, and water policy (FAO, 2024; United Nations Environment Programme [UNEP], 2015).
