74 aquaculture policy. At the same time, without economic instruments and incentives, environmental requirements risk remaining declarative. European scholarship also shows a tendency toward decentralization of governance while strengthening the coordinating role of the state. For Ukraine, a phased decentralization with a clear distribution of powers is especially relevant in the post-war period. These insights reinforce the role of science in shaping governance decisions. In Ukraine, scientific justification for aquaculture policy should be institutionally secured through advisory mechanisms and evidence-based policy processes. At the same time, the growing role of international financial institutions and donor programmes is notable, as they often act as catalysts for implementing European governance and environmental standards and can support sectoral development, including within the legal and regulatory domain. As an instrument of post-war recovery, the polyfunctional model should be considered when approving development programmes and strategic plans. Post-war recovery of the fisheries and aquaculture sector in Ukraine will require not only infrastructure rebuilding but also a reassessment of governance approaches. A polyfunctional model enables the integration of ecological rehabilitation objectives for water bodies with territorial economic development goals. Key elements of such a model may include: -implementation of the principles of the EU Water Framework Directive; -development of transparent regulatory procedures; -institutional support for partnerships between the state, business, and science; -introduction of principles of lobbying transparency and ethics in policy formation. In the post-war period, these elements can help strengthen investor and public trust in state policy in the aquaculture domain. CONCLUSIONS Based on the comprehensive analytical review, the study substantiates the effectiveness of a polyfunctional management model for aquatic bioresources as an instrument for shaping modern environmental policy in Ukrainian aquaculture.
