The analysis confirms that combining environmental, economic, and administrative instruments can form a synergistic framework that strengthens the role of the state and stakeholders in post-war recovery processes. Further research should focus on developing applied mechanisms for implementing the polyfunctional model at national and regional levels, including governance procedures, monitoring indicators, and institutional arrangements aligned with EU standards.
