14 Federation" [1]. This Order defines the directions (Table 1) and establishes the procedure for determining the damage and losses caused to Ukraine as a result of the armed aggression of russia. According to the provisions of this Order, the responsible ministry/agency whose sphere of management includes certain issues should, within a six-month period, approve by its order the methodology for determining the damage and losses caused to Ukraine as a result of the russian destruction. It should be noted that the adoption of this resolution is certainly a positive step in the government's activities. However, in our opinion, before adopting this resolution, it was necessary to conduct a special study or audit in order to develop certain methodological and organizational approaches to determining the damage and losses caused by Russia's military aggression. That is, after the occupation of part of the Donetsk and Luhansk regions, it was necessary to assess the destruction (housing, social, road and other infrastructure, loss of family values, personal belongings of citizens, etc.), to investigate not only the economic, environmental, but also the social component, to justify the need to form a state register of lost objects and other tangible and intangible values. After that, to make a forecast of the approximate amount of budget funds ( taking into account the constant introduction of hostilities ) necessary to overcome the consequences of military aggression. Such an approach would make it possible to calculate and objectively assess the damage caused, determine the scale of the disaster in macro indicators and other figures, and form a list of issues that require generalization and systematization, which would become the basis for a future more substantiated methodology, necessary standards, instructions, etc. We analyzed the above-mentioned government resolution and drew attention to the shortcomings of this Procedure. First, it seems that the government, taking into account the complex of damage and losses caused, has shifted all responsibility to the relevant ministries and departments. At the same time, in our opinion, these issues require clear, coordinated actions, and especially approaches to the application of a unified algorithm for determining indicators for assessing damage and loss.
