15 government to coordinate this important work for the country. Since the methodologies approved by the ministries and departments will play a leading role in the further development of the country. Secondly, neither the aforementioned resolution of the Cabinet of Ministers of Ukraine nor the Procedure specifies the purpose of determining damage and losses. Meanwhile, in our opinion, this is an important element that lays the foundation for the development and implementation of a high-quality methodology. In addition, the government needed to consider the fact that the proposed methodologies from various ministries could be useful for our international partners, such as the International Criminal Court or other international institutions. Therefore, in our opinion, the methodology in this situation is the tool that will reflect indicators, information on determining the damage caused and losses from Russian aggression. In addition, there are reasons to say that international experts and other analysts will pay attention to the accuracy, objectivity of figures and information, so the method proposed in it must be effective. Any methodology is a way of knowing the subject, and therefore it must be impeccable. The methodology gives confidence to the one who uses it that all procedures are performed at the proper level and meet international standards at this stage of development, so the information and results obtained can be trusted. If the purpose of this Procedure and the methodologies subsequently approved by the responsible ministries is only to determine the damage for the allocation of budget funds for the restoration of Ukraine, then that is one thing. It is completely different when the results of these methods, that is, figures and facts, are used in international institutions, for example, in courts, to show the scale of the damage and the use of funds to compensate for losses to Ukraine at the expense of the aggressor country, russia. From the data in Table 1, it can be seen that the specific weight of approval of methodologies for determining damage and losses concerns the Ministry of Environment (6), as well as the Ministry of Economy (3) and the State Property Fund (2), the Ministry of Agrarian Policy (2), the remaining ministries have one direction each.
