21 and therefore significant material resources to provide evidence of damage or destruction (video, photos, proof of ownership, etc.). To ensure the reliability of the assessment of war damage, appropriate supervision was provided, carried out primarily by the county commissions and then by the State Commission. Expert supervision was entrusted to the Croatian Institute of Construction, as well as to the UN expert group, which was designated on 20 December 1994, in accordance with resolution A/RES/49. Croatian experience shows that in addition to ensuring a single procedure and methodology, it is important to plan and provide an appropriate number of experts, appropriate equipment and resources. Experience shows that international organizations decide: what is the amount of damage and losses caused; the type of damage caused; which entities will be compensated for the losses; who will cover them and to what extent; approval of the procedure for compensating for the damage and losses caused; determination of the time during which compensation will be provided, etc. In our opinion, approved by Resolution of the Cabinet of Ministers of Ukraine No. 326 [1] the directions of determining losses and damage will become priorities for a number of programs for the country's socio-economic development, as well as the development strategy of the state's budgetary, financial and economic policy in the coming years, if not decades. However, given the volume of losses and damage caused by russian aggression, it is impossible (and unrealistic) to cover them only at the expense of state finances. Undoubtedly, the war negatively affects the state of state finances, undermines their stability, the stability of the country's financial and economic system in general. However, it is important now that the system not only survived, but also functions, fulfilling its purpose [2, p.47].
