Thus, on August 30, 1991, that is, at the beginning of the war ( which lasted from March 1991 to November 1995, caused by Croatia's secession from the former Yugoslavia ), the Government of Croatia adopted a Decree on the establishment and operation of commissions for inventory and assessment of war damage [3]. The organization of the inventory of war damages is prescribed vertically from the city, through the county (since 1993) to the State (Republican) Commission, which gave instructions and controlled the work of all commissions. In November 1991, the Croatian Parliament adopted the Law "On the Determination of War Damage" [4]. This Law regulates the conceptual apparatus, in particular: - defines what war damage is; - determines the date on which war damage compensation is determined; - establishes the organization of war damage inventory; - outlines the duties and content of the commissions for the inventory and assessment of war damage; - approves the procedure for financing the commissions; - establishes the obligation of the Minister of Finance to issue detailed instructions and forms for the inventory and assessment of war damage, which provide a unified approach to measuring damage data at the international level. In order to implement the provisions of the aforementioned Law, the Croatian Ministry of Finance issued the Instruction in 1993 [5], where it established the appropriate methodology for inventorying and assessing war damage. The Instructions detail the procedures: how to organize commissions and their competence; how to assess damage of all types; what forms to use for assessing damage. Due to the variety of areas and types of damage, the methodology required an interdisciplinary approach to reviewing claims, i.e. an appropriate group of experts,
