41 period of uncertainty, there is often no time left for constructive dialogue, communications, calculations, development of conceptual approaches, justification of strategies, etc. Against the background of the global growth of public demand for increased accountability of the authorities and deepening financial constraints, the issue of developing sound approaches to the formation of budgetary policy, which would be as effective and efficient as possible and meet the modern needs of society, is becoming relevant. This trend is relevant in any circumstances, regardless of exogenous and endogenous factors and their impact on increasing instability and uncertainty. Thus, one of the challenges that Ukraine faced was the large-scale Russian invasion. In these extremely difficult circumstances, the government was forced to make unpopular decisions in order to stabilize the financial and economic situation and create effective mechanisms to combat challenges and prevent the spread of destabilization and crisis phenomena. With the intensification of the crisis and uncertainty, the government always faces the question of outlining the basic values, priorities, and state interests that reflect the essence of the nation and underlie its civilizational development, and it is this factor that the government must take into account when forming and implementing state policy in various sectors of the national economy. The issue of uncertainty and the analysis of financial and economic literature show that this topic attracts the interest of the scientific community, although the conditions and context of research taking into account the set goal are quite diverse. General theoretical approaches in terms of strategic goals are effective, however, tactics undergo significant changes depending on the level of uncertainty. The study of uncertainty in the context of financial processes also does not have a long history, but it is worth considering that the ontology of uncertainty, as a separate area of research, was formed at the junction of the long-term mutual influence of diverse economic trends and thoughts, from political economy to institutional theory and evolutionary economics.
