43 The analytical section we conducted shows that in modern realities, uncertainty is an integral part of any economic system, policy or activity. Since unforeseen circumstances, influencing factors, in particular due to war, are the basis for the emergence of uncertainty and can instantly or over time level the hypothesis put forward, the presented plan, the formed strategy or policy to a completely different result that was not foreseen at the initial stage of planning or development. In unforeseen circumstances, uncertainty is often derived from limited access to complete, objective information or the implementation of the process, which is reflected in the reliability of the forecast, calculations, etc. Russia's full-scale invasion of Ukraine on February 24, 2022 created conditions of uncertainty not only for Ukraine, but also for the entire civilized world. The war that began disrupted traditional economic, international, and trade relations, and the sanctions imposed against Russia by the EU member states, the USA, Canada, the G7, and many other international institutions and states affected the structure of budget revenues and, accordingly, expenditures. The war in Ukraine has become a geopolitical challenge that has affected the interests not only of Ukraine, but also of the international, democratic, civilized community, and in particular the countries of the European Union. After all, in conditions of uncertainty, consumption expenditures change, private investments decline, while government spending increases. There is a decrease in economic activity, tax revenues, serious problems arise in ensuring financial stability, in particular, problems arise in the implementation of budgetary policy in Ukraine, its priorities change. In conditions of uncertainty, as in any other time, the main task of state authorities is not to squander budget funds, but rather to use them for their intended purpose, to focus allocations on important state interests, national values, and priority areas of social development. Of course, in conditions of war, the main task is to ensure the country's defense capability, finance social and humanitarian programs, support internally displaced persons, and other priority measures to restore destroyed infrastructure facilities, etc.
