Keywords: budget; budget system; budget process; budget funds; program- target method; planning; war; forecasting; socio-economic development An important factor in regulating socio-economic development is budget planning, the essence of which is to develop the main directions of budget expenditure formation and their direction for the medium and long term, taking into account the tasks facing society at the appropriate stage of its development. Budget planning forms the basis for sustainable economic growth, solving mature socio- economic problems, taking into account the strategic goals of the state's financial, budgetary and economic policy. The development and implementation of budget policy priorities necessitates the need to improve the quality of budget planning, strengthen the regulatory influence of budget expenditures on the pace of economic growth, and develop social infrastructure. Economic growth requires taking appropriate measures to balance the budget, increase the transparency of the budget process, improve intergovernmental relations, ensure the completeness of budget execution at all levels, and implement high-quality state financial control, including improving budget planning and the effective use of budget funds in priority areas of the country's socio-economic development. Economic growth has significant drawbacks, primarily the impact on the environment, excessive consumption, and depletion of the earth's resources. Since society wants to live in comfortable conditions and receive more services and goods, there is a need for constant growth of economic growth. One of the ways to ensure economic growth and increase the output of goods and services is to increase the quantitative and qualitative indicators of economic activity, focus business entities on the effectiveness of their activities in each sector of the economy, and the efficient and rational use of natural, material, and financial resources.
