35 Furthermore, budgetary funding for state environmental programs is 1.2 to 12.3 times lower than the calculated minimum requirements, and actual funding is even less (ranging from 22.9% to 86.8%). Under industrial revival, the raw-material orientation and high depreciation of fixed assets threaten an environmental crisis, since the energy intensity of domestic GDP exceeds the indicators of Germany and France by 10 times, material intensity is 3 times higher, and water intensity is 5 to 10 times higher [2]. Architecture of Innovation Potential and the Security Contour of Management Effective strategic management of eco-innovations requires a detailed study of the internal architecture of an enterprise's innovative potential. Its structure should be viewed as a triune essence encompassing several interconnected components. The first element is the resource component, which integrates the availability and accessibility of material, technical, informational, financial, human, and specific raw- material assets. The next factor is the internal component, reflecting the organizational and managerial capabilities of the company, the flexibility of its structure, innovative culture, digital maturity, and the volitional readiness of management to implement planned changes. The logical completion of this architecture is the result-oriented component, which directly characterizes the system's ability to materialize existing potential into actual commercial effects, ensure an increase in the market value of the business, and achieve the minimization of environmental risks. The development of innovative potential directly correlates with the level of economic security of an enterprise, which is a systemic category combining financial, operational, human, property, informational, physical, and legal components, alongside innovative-technological and technical-technological contours [8]. Innovative technologies ensure the company's adaptation to destructive impacts, allowing it to maintain stability, create competitive advantages, enter new markets, and effectively mobilize potential [8; 9].
