36 However, in the process of investigating the relationship between innovation activity and the economic security of an enterprise, a specific innovation-security paradox of the management system was identified and formalized (Table 1) [8]. State Regulation and Stimulation of Eco-Innovations: International Aspect To develop effective mechanisms for the strategic management of eco- innovations in Ukraine, it is advisable to adapt complex administrative and economic instruments successfully utilized in world practice [2; 6]: • Japan. Environmental policy relies on rigid regulations regarding environmental impacts and a system of high fines and payments that exceed the costs of ecosystem restoration. Concurrently, indirect stimulation methods are active— concessional lending and taxation of capital expenditures (specifically, for 3 years, taxes on enterprises operating equipment for plastic and organic waste recycling are reduced by 50%) [2]. • Germany: All business entities are obligatorily subject to regular environmental audits regulated by clear national standards [2].
