19 It is difficult to calculate, because over the years, including taking into account the economic situation, the damage, harm and losses of an economic, financial, environmental, social, and psychological nature only increase. Based on the results of the liquidation of the consequences of an emergency or natural disaster, losses, damage and losses are calculated. Legal consequences and claims The legal consequences are borne by the military- political leadership of the state with whose knowledge an act of armed aggression was committed against another independent country. It is impossible to establish the culprits if the disaster is caused by natural disasters, except in cases where the causes of a man-made accident are established, where there are persons responsible for a particular type of hazard at work, etc. Source : developed by the author The definition of losses and harm can be complicated, since, as mentioned, in Ukraine there is no approved legislative framework with a clear formulation of the term ―war damage‖. In our opinion, it should be enshrined in law, objectively reflecting the real situation and providing a concise interpretation. Based on the results of the research, we formulated our own definition of this concept: war damage is material and immaterial, direct and indirect damage caused by the aggressor country and its military formations, which includes: destruction of movable and immovable property; causing significant losses to assets, national income and wealth of the country; destruction of its cultural, historical heritage, military and civilian citizens, causing significant physical and moral injuries that undermine both physiological and psychological health, humiliate the honor, dignity and freedom of a person as the highest value of the state; causing irreparable damage to the environment, sectors of the economy, social infrastructure, etc., which has serious socio-economic and environmental consequences for the current and future development of the country, individuals and society as a whole [2, p.44] In the 21st century, Ukraine is the only country in the world that has experienced a large-scale invasion by its closest neighbor, which guaranteed its security by signing the Budapest Memorandum. However, military conflicts are not of such a scale, but take place in different corners of the planet, for example, in the State of Israel, Iran.
