95 Under the conditions of full-scale armed aggression against Ukraine, issues related to ensuring public safety and preparing citizens for actions during wartime emergencies have become especially important. Military operations are accompanied by missile strikes, artillery shelling, destruction of critical infrastructure facilities, fires, technogenic accidents, and other dangerous events that threaten human life and health. In such conditions, the preparedness of the population for proper and timely actions is one of the priority tasks of the civil protection system [1]. The main purpose of civil protection is to ensure the safety of the population and protect territories, material assets, and cultural values from the consequences of emergencies [1]. Preparing the population for actions in crisis situations helps minimize human losses, reduce panic, and improve the effectiveness of emergency response measures. Informing citizens about algorithms of action during warning signals, evacuation procedures, and sheltering is of particular importance. One of the main rules of behavior during wartime emergencies is to remain calm. Panic negatively affects a person‘s ability to assess the situation and make correct decisions. Citizens should rely only on official sources of information and avoid spreading unverified reports. State authorities, the State Emergency Service of Ukraine, and official warning systems play an important role in this process [4]. Every person should know the location of the nearest civil protection shelters and safe places. In case of an air raid alert, it is necessary to immediately move to a shelter and remain there until the official all-clear signal is announced. During movement to shelters, people should follow safety rules and avoid creating panic or crowding. Special attention should be paid to assisting children, elderly people, and persons with disabilities. In the absence of specially equipped shelters, basements, underground passages, parking areas, and natural terrain depressions may be used. It is not recommended to stay near windows, balconies, or in open areas during shelling. If a person is caught outdoors during artillery shelling, they should immediately lie on the ground and cover their head with their hands. Whenever possible, natural or artificial cover should be used.
