Relevance: The existing stock of fire stations is fundamentally obsolete, lacking proper spaces for the psychological relief of personnel, demonstrating dismal energy efficiency, and completely ignoring zoning required to protect against carcinogens. Furthermore, the realities of martial law and armed aggression demand autonomy, engineered civil protection, and decentralized response networks. Finally, Ukraine’s European integration and entry into the EU Civil Protection Mechanism require the immediate harmonization of technical regulations and building designs with European norms.
