37 • Canada, France, USA, Great Britain: Preference is given to the accelerated depreciation method of environmental protection investments to ensure an intensive transition of industry to new technologies (Canada applies a 2-year depreciation period for water-treatment equipment). In the USA, a dual system of quality standards functions in parallel, and impact standards are differentiated based on the environmental category of the region. The market-based "bubble principle" is widely used, allowing the trading of quotas for a limited number of substances, excluding highly hazardous pollutants [2]. Of particular scientific and practical interest for Ukraine is the experience of implementing "ecological debt conversion" [2]. The conditions of the domestic market and regulatory development constraints [7; 10] determine an objective need to investigate the possibilities of eco-conversion regarding the internal tax and fee liabilities of polluting enterprises through targeted mutual settlements or promissory notes (bills of exchange) under specific programs for the technological modernization of production [2; 11]. In this context, modelling the impact of such nonlinear external factors on the economic security of business entities justifies representing ecological and commodity shocks as pulse functions, where values or discontinuity instants (under abrupt changes in the business environment) exhibit chaotic behaviour [4]. Conclusions The conducted study allows for the formulation of a number of substantiated theoretical and practical conclusions: 1. Traditional linear methods of economic analysis prove completely ineffective under dynamic, poorly structured eco-favourable and economic systems. Strategic management of innovative processes in industrial enterprises under total digitalization must rely on the fundamental principles of the synergetic approach, the theory of self-organization, and the concept of controlled chaos. 2. It is mathematically proved that the observed reduction in pollutant emission levels into the atmospheric air in Ukraine is a direct consequence of the general downturn in industrial production rather than the result of purposeful eco-innovative modernization.
