13 resources for the implementation of innovative projects without significantly increasing the debt burden and promotes the integration of enterprises into the European innovation space. The use of public-private partnership mechanisms in the development of industrial parks, logistics centers, and export-oriented infrastructure has been identified as a promising development tool that will facilitate expanding the access of Ukrainian producers to EU markets [3, p. 156]. State authorities and industry associations should focus on creating a favorable financial and institutional environment to stimulate the innovative development of food industry enterprises. One of the key directions should be the introduction of tax incentives for enterprises carrying out technological modernization of production in accordance with European Union requirements and standards. Effective instruments in this direction may include tax benefits, partial compensation of investment costs, as well as exemption from taxation of imported technological equipment necessary for upgrading production capacities [5, p. 122]. The development of specialized credit programs aimed at financing innovative projects in the food industry with the participation of state banking institutions is also of great importance. The implementation of such programs will help increase the availability of financial resources, especially for small and medium-sized enterprises that have limited opportunities to attract investment capital. At the same time, it is necessary to accelerate the process of harmonizing technical regulations and food safety standards with European Union requirements, particularly in the field of implementing HACCP systems, product traceability mechanisms, and modern labeling requirements. This will reduce the impact of non-tariff barriers in foreign trade and increase the competitiveness of Ukrainian food products in the European market. Special attention should also be paid to creating a comprehensive system of advisory and informational support for enterprises, which would ensure assistance in preparing grant applications, facilitate the attraction of international technical aid, and help enterprises adapt production processes to European standards.
